Exam that you need to pass in order to get OCA certification in Oracle 9i PL/SQL Developer:

There are hundreds of book available in market for both SQL and PL/SQL , don't get panic, don't buy books blindly, check out the syllabus for the exam then plan accordingly.
According to my experience training is not required for OCA, just dedicated self study and practice is enough to pass these exams.
For SQL there are lots of material available and you can read according to the syllabus, but the most important thing is practice.By doing regular practice you can handle any SQL query asked in exam.
For PL/SQL i read this book, Oracle9i PL/SQL: A Developer's Guide by Bulusu Lakshman. It covers the syllabus in very effective manner .

You can directly register for exam at Oracle Testing Center or any Pearson VUE Authorized Test Center.
For registration at Oracle itself you need to submit the demand draft i.e price of exam voucher at Oracle at least 10 days in advance after that you will get your Pearson account and Oracle testing ID. You can write both exam in same day or you can take gap between exam, it depends on you.
If you are registering with Oracle itself, you have to write exam on any Saturday, as they conducted certification exam on every Saturday.
If you are registering with Pearson VUE Authorized Test Center, then you have pay the fees at that center and they make all arrangement for you, and there you can write your exam on any day as per your wish.

As all we know dumps are easily available on internet for all exams.
According to my experience you can rely on dump question but dont rely on their answer,
